POSITION OVERVIEW:
Under general supervision of the Landowner Relations Program Manager, this position is responsible for the administration of the Stewardship Programs within the Landowner Relations Program (LRP). Plans, organizes and monitors activities in the statewide Heritage, Big Game, and Access Stewardship Programs and coordinates with private landowners, the USFWS, NRCS and other state and federal agencies. Additionally this position administers funding secured through grants, including financial and performance reporting. Negotiates agreements and contracts, and works through internal processes with owners and managers of public and private lands that implement projects associated with the LRP.
Presents and represents the Department on program projects at technical meetings, local working group meetings and public information sessions. Works cooperatively with other LRP personnel to establish and implement approved projects. Works closely with other governmental agencies to resolve issues, concerns and problems with habitat, access, or cooperation with private landowners. Develops and oversees expenditures of the Stewardship Programs Budget. Develops selection criteria for contract Request for Proposals (RFP). Perform other duties as assigned.
QUALIFICATIONS:
The candidate will have knowledge of: Wildlife habitat protection and enhancement techniques; applied wildlife biology; wildlife habitat identification; NEPA, Land Management Agency and other pertinent compliance laws, policies and procedures; state procurement regulations; outdoor recreational development; project administration; global positions systems (GPS) and associated software. The candidate will have skill in: oral and written communication; public speaking; public relations techniques; technical writing; equipment maintenance and inventory; project budgeting and financial reporting; multitasking; supervision and delegation. The ideal candidate will be proficient in computer applications to include GIS, database creation and management. The preferred candidate will promote positive interpersonal communication within and outside of the work group.
The candidate must have a bachelor’s degree in wildlife science or a closely related field from an accredited college or university and three years of professional experience in wildlife research or wildlife management. A graduate degree in a wildlife science or a closely related field may substitute for one year of the required experience. GIS experience/coursework is preferred.
Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
